All big actionable ideas can either stem from a cohesive strategy, or from a string of tactical executions. When at all possible, lead with the strategy.

If you lead with tactics, you actually lose the right to strategize. It’s impossible that your tactics will be a focused incarnation of a cohesive strategy just by happenstance, but yet it’ll be nearly impossible to undo the tactics you’ve already put in place.

Sometimes people get lucky and derive a strategy out of a big random pile of tactics, but don’t count on it.
